Payments Canada owns and operates Canada's payment clearing and settlement infrastructure, including its associated systems, by-laws, rules and standards. It was created in 1980 as the Canadian Payments Association under legislation now known as the Canadian Payments Act, and the association operates under the Payments Canada brand. Its systems include Lynx, the high-value payment system, the Retail batch payment system and the Real-Time Rail payment system. It is a public-purpose, not-for-profit organisation funded by its members and governed by a Board of Directors, and it works with its member financial institutions, the federal government and the Bank of Canada. It also provides payment file and message validation services, the Financial Institutions Branch Directory and a route for payment service provider participation.
